I think I may have something here. I found another thread that had issues with 1803 and disabling the virtualization capabilities of the CPU.
I went into the BIOS and disabled the virtualization options on my CPU, didn't help, so I went through 1:1 eliminating, using a 1809 installer USB drive to test, since the same issue happens there.
I disabled "Execute disable bit" in the CPU features with both virtualization options and then hardware prefetcher.
It loads into the install now.
After install though the UEFI bios does not detect the windows boot manager
I had to manually select the windows boot manager in the bios for some reason, booted into windows but NONE of the CPU or Motherboard drivers were installed.
As soon as I installed them and rebooted, same issue, hang on boot.
At this point I have to think there is a bios incompatibility between MSI and whatever changes in 1809.
