Not sure if you read my comment.Disable your IR Camera when you close Chrome.First Disable IR camera then go back in to Facebook to video your family or friends.Hp support showed me how to work around this issue.It's not a permanent fix.At least you won't have to deal with the problem anymore.I know it sucks.Technology is getting serious with protecting your information on your lap top.
Hardware Access Error - Messenger - Webcam and Mic

For the past week, I've been getting this pop up when I want to make a Messenger video call. Been using this for over a year without a glitch. Both camera and mic work fine with Skype and Zoom but not with Messenger. Checked all settings in FB and Google Chrome to make sure mic and webcam are 'allowed'. Tried a couple of troubleshooting YouTube vids. Even did a whole recovery process, going through the pain of reinstalling apps...ugh..., with no results. The only thing I remember that may - or may not- be related is that I connected my laptop (where I use Messenger) to my Samsung bluetooth speaker. After that, Messenger video calls went kapout!!! Please HEEEEEEEELP!!!!

What you need to do is go to CAMERA (App) And it will open... It will open and it will talk about privacy settings and you need to click the privacy settings button. Once you do this it will open camera settings.. Click the CHANGE and slide the slider to ON. This ALLOWS apps to access camera. You do this on settings and then it should work!
I am telling I tried for hours and nothing worked!!!! This fixed it all!

2020-02-25T02:50:26+00:00 That's cool dude.If you don't have a IR Camera then that should work by going to the privacy settings.It depends on your computer.Some come with 2 cameras and some come with 1 camera.You are good right cause you don't have two.You did good by changing the settings.My lap top has to cameras so it doesn't recognize the main camera so i have to disable camera #2.

Then go back to the web browser where you want to use the camera and it should work
