Do you have a folder like:
C:\Users\rober\OneDrive
Does it perhaps have subfolders like "Documents" and "Pictures", etc.
If so, what's inside those folders?

I have just updated my windows using the October update (10, version 1809) it deleted all my files of 23 years in amount of 220gb. This is unbelievable, I have been using Microsoft products since 1995 and nothing like that ever happened to me.
Files were located at C:/Users/rober/Documents/
This location is still present, with no files. All of files deleted.
I am extremely upset. Not sure what to do….please let me know.

Robert, sorry to hear about it. I updated to days ago and thankfully everything went well, your post gave me the chills.
As far as the deleted/lost files, a rollback wouldn't have restored them. If they were deleted, the rollback process wouldn't had anything to restore anyway.
At Reddit someone mentioned, take it with a grain of salt, that they were able to locate their files under Public.
But, since you mentioned you already checked all of C:, if your files were deleted then your best hope is to look for an undelete tool that would let you scan your C: drive for deleted content.

Edit: I should have mentioned that Win10 also has the automatic backup feature, Files History, but I have never restored a file with it before and am unsure how effective it would be at this point.
