What I don't understand is why you mentioned installing manually without being online. Windows Update wouldn't be able to download anything If I didn't have internet. I have AT&T U-verse Internet, and it works just fine.
What he meant was that (in his opinion) users should download and install the update themselves rather than allowing it to occur via Windows Update.
Correct Jim, I was referring to the re-release that fixes the issue of removing user files and their reason it happened first time around.
I got asked if I wanted to restart to download the update on Tuesday
what should I do now I didn't install the update but I'm afraid if I restart the update will install and I may lose my files

If you go to settings>update and security what is the update called that is waiting for a restart?
