I kind of had a similar problem where Is was unable to change the screen brightness, wether i increase or decrease the brightness it stays unchanged , but i was able to solve it by updating my display adapter driver so try checking display adapter drivers updates from Driver Manager if available do the update and check

I think most of us have tried everything but still a windows issue. I updated everything on my surface go and on my Asus laptop and still the issues.
The only way to (somewhat) fix the issues: powercfg /h off (hibernation off). That "caches" some data and when you (fast) boot it produces issues. Disabling it forces full (and slower) boot and fewer problems.
After almost 4 years (I had similar issues with other PCs back on windows 8.1 and on Windows 10 first versions) later, and on a desktop (3 year old), Asus laptop (8 months old) and on a Surface Go (2 months old) I have identical issues with windows. Embarrassment...
