So far i checked, Microsoft is working with Adaptive Brightness. Depending on lighting condition, brightness will change. But it was not fully implemented while the build 1809 released. So you can called it was buggy.
Windows Brightness issue after the 1809 update
hello , Yesterday I installed the 1809 update , and today i noticed that each time i restart my laptop the brightness level is being reset automatically to 0% or 25-50 i'm not really sure , and after windows will boot up , i will need to manually adjust the screen brightness again to 100% . I searched the web and i found this https://www.windowscentral.com/windows-10-october-2018-update-common-problems-and-fixes#fix\_brightness\_windows10\_1809 , and it might be an update issue i think , by the way , my power plan is set to maximum performance and my laptop is always plugged in , and solutions or ?

and when are you gonna fix this sh**
that is not all the problem even after i restart and change brightness if it goes to sleep again or screen goes dim guess what brightness level goes down again and doesn't accept change till you restart

Steps:
- Hit Search at the windows task-bar and follow ... 1, 2, 3
- Change the brightness as per your need. follow ... 4
Hope this will solve your problem temporarily until the bug fixed by Microsoft. Already they have pulled the plug off for build 1809.
