After the re-release of 1809 yesterday I tried to run a backup with the W7 feature and still received the same Backup and Recovery now shows error 0x80070013 and will not backup as before Any idea if MS will resolve this issue? I have tried steps listed above and still nothing works. I downloaded AOMEI Backerupper for now but would rather have this problem resolved.

Did October 2 update to win 10 ver 1809 and now my backup and restore will not backup, keep getting Error 0x80070013.

2018-11-14T18:34:10+00:00 File History is a back-up tool that you must rely on, but if you still wish to rely on Windows 7's Back-Up and Restore Centre, select "Let me choose" when you are setting it up, and then uncheck your OneDrive folder.

That's what finally did the trick!
I've unticked the folders , closed OneDrive, and now the backup finally works!
I guess it's crucial to also untick the folders for the fix to work.
I can declare it now as a working fix :)"

2018-11-15T00:01:32+00:00 Well I tried a in place upgrade with the new release of 1809. I tried the steps to remove the one drive files as pictured on page 5 and it still fails to complete the back up. I rebooted tried again and it still fails.
