That is the route I took.
After Windows 10 version 1809 update Build 17763.1, my Backup and Recovery now shows error 0x80070013 and will not backup as before
Did October 2 update to win 10 ver 1809 and now my backup and restore will not backup, keep getting Error 0x80070013.

2018-10-21T23:05:30+00:00 That should have worked, in 1809 as in all prior versions. And it really should require no fiddling with OneDrive, either.
(1) I want to suggest an over-install (repair-install) of 1809; however, MSFT has not yet rereleased 1809 to do it with. Its second coming supposedly is immanent, though, & will be here when this site again says "October 2018" (instead of "April", which is 1803)…

(2) As someone else in this thread has done, switch at least temporarily to a 3rd-party image maker. If your external HDD is a Seagate or Maxtor, there is a free version of Acronis True Image at their site (which only work on their HDD). Seagate calls it DiscWizard. It is quicker, makes more compact images, & is more versatile in use. Macrium Reflect, AOMEI Backupper, & others also offer free versions.

Have you turned on BitLocker for your external hard drive and kept "auto-unlock" disabled?

Have you accidentally deleted the partition for your external hard drive by using Disk Management?

Have you moved your OneDrive folder to your external hard drive and set it as default location?
A few solutions are above to help you solve the problems:
BITLOCKER:
- Click Start, type bitlocker and click Manage BitLocker.
- For your external hard drive, it will be listed under Removable Drives - BitLocker To Go. Enable the auto-unlock option**.**
DISK MANAGEMENT:
- Right-click Start, and then click Disk Management.
- For your external hard drive, you will see Unallocated partition. Create the partition as primary and leave the default maximum size as it is; also, make sure that you are formatting it using NTFS.
ONEDRIVE:
- Unlink OneDrive from your external hard drive, move the OneDrive folder back to your user profile folder (normally C:\Users<username>) and set up OneDrive again to use the OneDrive folder in C:\Users<username>.
If the solutions above do not work, consider purchasing another external hard drive.

(1) What is the external HDD make & model?
(2) Did you install software with it, or just plug it in for use?
(3) Does it work outside the Backup & Restore app?
(4) Does it work plugged into another computer?
There are many large & inscrutable threads about that issue.
