I tried that and all that is included is my libraries and create system image. Same results.
After Windows 10 version 1809 update Build 17763.1, my Backup and Recovery now shows error 0x80070013 and will not backup as before
Did October 2 update to win 10 ver 1809 and now my backup and restore will not backup, keep getting Error 0x80070013.

2018-11-14T18:34:10+00:00 File History is a back-up tool that you must rely on, but if you still wish to rely on Windows 7's Back-Up and Restore Centre, select "Let me choose" when you are setting it up, and then uncheck your OneDrive folder.

2018-11-14T18:27:36+00:00 After the re-release of 1809 yesterday I tried to run a backup with the W7 feature and still received the same Backup and Recovery now shows error 0x80070013 and will not backup as before Any idea if MS will resolve this issue? I have tried steps listed above and still nothing works. I downloaded AOMEI Backerupper for now but would rather have this problem resolved.

(1) What is the external HDD make & model?
(2) Did you install software with it, or just plug it in for use?
(3) Does it work outside the Backup & Restore app?
(4) Does it work plugged into another computer?
There are many large & inscrutable threads about that issue.

Have you turned on BitLocker for your external hard drive and kept "auto-unlock" disabled?

Have you accidentally deleted the partition for your external hard drive by using Disk Management?
-or-
Have you moved your OneDrive folder to your external hard drive and set it as default location?
A few solutions are above to help you solve the problems:
BITLOCKER:
- Click Start, type bitlocker and click Manage BitLocker.
- For your external hard drive, it will be listed under Removable Drives - BitLocker To Go. Enable the auto-unlock option**.**
DISK MANAGEMENT:
- Right-click Start, and then click Disk Management.
- For your external hard drive, you will see Unallocated partition. Create the partition as primary and leave the default maximum size as it is; also, make sure that you are formatting it using NTFS.
ONEDRIVE:
- Unlink OneDrive from your external hard drive, move the OneDrive folder back to your user profile folder (normally C:\Users<username>) and set up OneDrive again to use the OneDrive folder in C:\Users<username>.
If the solutions above do not work, consider purchasing another external hard drive.
