After Windows 10 version 1809 update Build 17763.1, my Backup and Recovery now shows error 0x80070013 and will not backup as before

Did October 2 update to win 10 ver 1809 and now my backup and restore will not backup, keep getting Error 0x80070013.

    My Win 10 Pro 1809

    I tried to run the backup with the boxes shown above unchecked and the results were the same, same error code. No change.

    Answers by the numbers.

    1 No my windows folder is 16.4G

    2 Nothing moved, all folders in default locations

    3 Nothing in the log files when opened in Notepad. They show 1k in size but nothing found.

    4 Backup of volume \?\GLOBALROOT\Device\HarddiskVolume2\ succeeded.

    Backup of volume C: succeeded.

    5 Yes volume shadow copy is set to manual. RPC is running and automatic

    I am backing up from a Lenovo Laptop to a Desktop that is a custom build.  The desktop has Bitlocker.

    Both machines have Win 10 Pro and same build.

    All Win 10 versions before 1809 did not have this issue.

    The one drive on both machines are set like this:

    I did some more testing:

    All Cloud Settings where set to not visible and this worked.

    1 Set target Desktop Cloud Settings to all folders visible and it worked.

    1. Set source Laptop to Cloud Setting to all folders visible and backup failed.
    2. Set source Laptop to Cloud Setting to all folders not visible and backup completed.

    Time for Microsoft to fix this issue whatever it is.

    OK. Sounds good.

    (1) Is your Windows extraordinarily huge? Mine is 36 GB.

    (2) Have you moved user folders (Documents, Downloads, etc.) to a partition(s) other than C:?

         That would cause the partition(s) also to be imaged.

    (3) Is there anything interesting in those logs VincenteMartinezU mentioned on page two at

    C:\Windows\Logs\WindowsBackup...?...

    My error log is empty, & the backup log has only...

    Backup of volume \?\GLOBALROOT\Device\HarddiskVolume2\ succeeded.

    Backup of volume C: succeeded.

    Backup of volume \?\Volume{457ef4fb-b253-437a-8212-e3b0b7dc0926}\ succeeded.

    Those are my EFI, Windows, & Recovery Tools partitions.

    (4) If you are getting to the high 90's% complete, that is when a shadow copy is created (on the external media, it says).

    (a) Ask Cortana for Services.

    (b) Is Volume Shadow Copy set to Manual?

         I don't know, maybe start it just before beginning an image backup.

    (c) It depends on Remote Procedure Call (RPC). Is that one running & automatic?
