Updating to Windows 10 version 1803 freezes on the Windows logo upon reboot

I've tried using Windows Update, repairing Windows update, using Windows Media Tool to create a bootable USB for a clean install, unplugging all peripherals including mouse and keyboard, reseting BIOS settings to defaults. No matter what I try, when booting to setup after installation through Windows Update, or when booting from the USB ISO the system hangs on the Windows logo for hours with no spinning dots and no hard drive activity. All I can do it hit the reset button. When trying to install via Windows Update and having to do a hard reset when it locks up, the resulting error code I find is 0xc1900101.

    Check C:\Windows\Logs\CBS\CBS.log which version you have installed.

    Search for Loaded Servicing Stack or look in the top of the file

    Our machines with 1709 had 10.0.16299.843 when they crasched on the upgrade to 1803 and we could not enable VT-d. (KB4477136)

    The 1709 with the newer 10.0.16299.961 upgraded to 1803 without turning of VT-d or Vt-x (KB4485448)

    The machine on 1803 with Vt-d of worked after we got 10.0.17134.580 (KB4485449)

    Are you on 1709 or 1803?

    Yeah, you have 1809 and from what i can find there is no new servicings-stack update for you version. (KB4470788)

    I have only tested the ones for 1709 and 1803.

    We have done some more test and some machines still failes even with the latest patches on 1709.

    But if we disable VT-d so the update continues and then update 1803 with the latest patches we can enable VT-d again after.

    Can you try to upgrade to 1809 or latest Insider Preview?

    Also, is it possible to integrate it into a bootable iso?
