I've tried using Windows Update, repairing Windows update, using Windows Media Tool to create a bootable USB for a clean install, unplugging all peripherals including mouse and keyboard, reseting BIOS settings to defaults. No matter what I try, when booting to setup after installation through Windows Update, or when booting from the USB ISO the system hangs on the Windows logo for hours with no spinning dots and no hard drive activity. All I can do it hit the reset button. When trying to install via Windows Update and having to do a hard reset when it locks up, the resulting error code I find is 0xc1900101.

We are running Win 10 enterprise, I don't know if that make any diffrence, but for us a offline patched media solves the in-place upgrade problem we had.
We didn't have any problem doing a fresh install of 1803.
Our environment most probably is different from what you're using since we using SCCM to deploy the update to the users, and have a fully patched VIM.
As I thought, your systems aren't affected by the bug we're discussing here, they're too recent.
We're talking about an incompatibility between Windows 10 x64 from version 1803 and following, and the vt-d feature in some old intel architecture, like x58 chipset with the first i7 bloomfield cpus.
