Windows 10 Taskbar bug presented in 1709, worst on 1803 upgrade

Hello, my issue is, when after i close any game or any fullscreen application my taskbar icons (close to the clock) it becomes blurry and some disappear...

It should look like this...

After i close a game it turns into blurry icons and some disappear, at this stage is there other bug, it not let me take any PrintScreen, when i try to send the picture to the Paint it becomes a black picture, cant take any desktop picture or fix the blurry icon, unless i reboot computer...

Differences between upgrades:

1709 the issue is almost the same, but its only on the blurry icons.

1803 there are 3 issues, the blurry icons, a few disappear and cant take desktop PrintScreen

I hope you Devs can tell something about it...

PS: This is not important since the update is not released yet, but there is other issue that i find in 1803 with AMD driver, the latest 18.3.4 the system wount boot, it stays stuck on Windows logo, 18.3.3 and older updates works like a charm

PS2: The issue is not on my end, the issue is presented on 7 machines with random hardwares.

OS: Windows 10 x64 Pro

    I have the exact same problem, looking for days now to fix it but no luck.

    In the 1709 build of Windows 10 no problem at all, in 1803 my notifications are hiding apps like Steam/ Discord behind my taskbar.

    After i switch from any DPI scaling the problems fixed for a little while.

    Or i have to shut the apps down with taskmanager.

    Running a GTX1080 with a 4K monitor at 4K resolution.

    Hope they can fix this soon.

    This is actually a more accurate description of what I'm experiencing. I have a 4K monitor but run many games at 1080p. My scaling is also at 250% which is recommended. Switching scaling to 100% seems to fix it temporarily as well. It would be really nice if Microsoft were to fix this as this wasn't present before the most recent update and it makes using Windows 10 a pain because I use this computer to play a decent amount of games.

    My icons in system tray dissapearing!, and i am having problems with software antivir too, for example now install avira and not open, only open the first time, when i reboot i can see woring in task bar, but the icon in system tray dissapear,if i try to open with the desktop icon not open, but i know it is working in background becouse i see a notification, another antivir like panda and malwarebytes slow explorer, with the before version i dont have any problem now i don´t know what to do, i hope microsoft fix this soon or i will try to rollback

    This could be the issue with at least 2 of the AV's,

    I know Malwarebytes is OK.

    Windows Security Improvements

    The Windows Security Center (WSC) service now requires antivirus products to run as a protected process to register. Products that have not yet implemented this will not appear in the Windows Security UI, and Windows Defender Antivirus will remain enabled side-by-side with these products.
