Guys the new build solve the problem?
Yes, the problem has been solved, the icons no longer disappear and nothing is resized, there is only the battery icon that fades a little, but otherwise everything seems fine now.

Hello, my issue is, when after i close any game or any fullscreen application my taskbar icons (close to the clock) it becomes blurry and some disappear...
It should look like this...
After i close a game it turns into blurry icons and some disappear, at this stage is there other bug, it not let me take any PrintScreen, when i try to send the picture to the Paint it becomes a black picture, cant take any desktop picture or fix the blurry icon, unless i reboot computer...
Differences between upgrades:
1709 the issue is almost the same, but its only on the blurry icons.
1803 there are 3 issues, the blurry icons, a few disappear and cant take desktop PrintScreen
I hope you Devs can tell something about it...
PS: This is not important since the update is not released yet, but there is other issue that i find in 1803 with AMD driver, the latest 18.3.4 the system wount boot, it stays stuck on Windows logo, 18.3.3 and older updates works like a charm
PS2: The issue is not on my end, the issue is presented on 7 machines with random hardwares.

I installed 1809 and most bugs seem to be solved. However, the washed out icon one on some apps is still present.
Indeed, and also existed in 1709. Information in posts above explain why it happens.

I'm glad these issues are being addressed. I'm sure that all of us here gratefully appreciate the Windows debug engineers over at Microsoft for coming together to resolve these annoying bugs. Is there any word yet on when the resolved conundrums mentioned here will be released to the public on a stable build? I prefer Stability over Windows Insider builds yet this issue is driving me insane. I have to use a .bat file to restart windows explorer after every time I play and close a full screen game using a 1920x1080 resolution on a 4k 3840x2160 Display. It works although inconvenient, minus the Issue #4 remains.
After some more deep troubleshooting I've found a workaround for the time being until newer builds with fix are present in public stable releases. Before you start your full screen application or plan on changing resolutions knowing the issue will occur, go to Taskbar Settings, turn on, "Lock the task bar" and turn on, "Automatically hide taskbar in desktop mode". You can turn them both off if needed when finished with whatever. This is way more convenient than using a .bat file or logging out and back in. This also prevents issues # 1-4 from occurring.
-Edit: It should be noted that in order for this to work, you may need to have any icons present at the time to be enabled in, Taskbar settings, "Select which icons appear on the taskbar". Viola...temp fix for overflow, missing, padding and blurry icons in notification area.
