Windows 10 Taskbar bug presented in 1709, worst on 1803 upgrade

Hello, my issue is, when after i close any game or any fullscreen application my taskbar icons (close to the clock) it becomes blurry and some disappear...

It should look like this...

After i close a game it turns into blurry icons and some disappear, at this stage is there other bug, it not let me take any PrintScreen, when i try to send the picture to the Paint it becomes a black picture, cant take any desktop picture or fix the blurry icon, unless i reboot computer...

Differences between upgrades:

1709 the issue is almost the same, but its only on the blurry icons.

1803 there are 3 issues, the blurry icons, a few disappear and cant take desktop PrintScreen

I hope you Devs can tell something about it...

PS: This is not important since the update is not released yet, but there is other issue that i find in 1803 with AMD driver, the latest 18.3.4 the system wount boot, it stays stuck on Windows logo, 18.3.3 and older updates works like a charm

PS2: The issue is not on my end, the issue is presented on 7 machines with random hardwares.

    The issue of the blurry system tray icons, which was also present in version 1709 (and likely previous versions), is caused by those icons being "re-sampled and re-drawn" over time, which degrades their fidelity, instead of "refreshed or re-rendered" from scratch. It is annoying, but not as annoying as this system tray icon spacing/placement/disappearance bug introduced in 1803.

    I've now reproduced the system tray icon bug on three different computers - my gaming PC which has the GTX 1080 in it, the Dell OptiPlex with integrated Intel HD 630, and this morning on a work PC with both Intel HD 630 and GTX 1050 Ti. On the work PC, I did a clean install of 1803 to a new hard drive.

    With this problem so easily reproducible, I'm hopeful that it can be zeroed-in and fixed in a future build.

    i have the same issue. it's annoying. in version 1709 I didn't see that the taskbar bug.. only the blurry icons that still appears but not like the first screenshot.. but the worst came with version 1803 upgrade. it's annoying that we have to reboot or sign out then sign in again then things went back normal... but when we run a game, then we close the game, the taskbar bug strikes back. also in this version 1803, not only taskbar bug I think, but also the windows os itself like we wanna go to task view, its still a little laggy, not smooth operation, maybe took 1.5 seconds long to make task view appears.

    Same issue was present with 397.64 and is present in 397.93 and also in the driver that was released even before April update.
