(1) The computer's current version is 1709, & it has the latest OS Build 16299.785 (for that version). And its Architecture is 64-bit/x64. It is Home edition.
(2) KB4023814 (that you circled in your picture) is the MSFT
Update Assistant. It downloads & installs (or just runs) when MSFT has determined the computer's Windows version is too old. That determination is made when the version is the 2nd version back. 1709 is two back from 1809 (which has been rereleased).
But apparently it wants to install 1803. You should skip that & hope 1809 installs better. By doing it yourself from a download it hopefully goes better.
(3) Look for KB4023814 or Update Assistant at "START, Settings, Apps" & uninstall it, if found. Either scroll down the list & click it, or click "Programs & Features" at the right & click it in that
list. Then click the Uninstall button.

You've got to catch it trying to come in again. Skip this, if it isn't there. Also block "Feature update to Windows 10, version 1809", if that one is there.
(5) Make a Windows system image, at "START, Settings, Update & Security, Backup, Go to Backup & Restore (Win 7)", in case things get worse.

Compare drivers there against Device Manager. If greater at the site, first try to update it with Device Manager (search automatically). If that fails, take the one from the site. Current BIOS version is in

(7) If they exist on C:...
use Disk Cleanup (ask Cortana) to delete
$Windows.~BT, $Windows.~WS & Windows.old. Those will be in the categories "Windows update cleanup" & "Previous Windows installation(s)", after clicking "Clean up system files". A successful upgrade creates them, but normally Windows will delete them after as little as 10 days. The first two accomplish the upgrade. Windows.old is actually the previous Windows version.

Make a Win 10 Installation USB drive
or burn an .iso to DVD. As the article says, match it to the
Language, & Architecture (64-bit/x64 or 32-bit/x86) of the computer on which it will be installed. That is correctly prefilled, if the MediaCreationTool is run on that computer. The
Edition to take is Windows 10. It will sort out to Home or Pro during installation. (You must end up with the same Edition as before or buy a new license. You won't have a problem, actually, because yours is Home edition. It's the Pro's who
have to worry.)
Instructions are at the site how to use those to do an upgrade. Basically, you boot to Windows,
plug in the media, open it in File Explorer, & click
