Hi Michael,

I believe that your IT department is right.

It is probable that the problem in v1803 is associated with the "Periodic Scanning"

button. Please see my posts in this thread for August 27 and 28.

I think there is a fault in v1803, that leaves only some PCs without a functioning

periodic scanning button.

In other threads, some have had this same problem, and their button was turned on.

Yet, when they uninstalled their third party anti-virus, there problem was corrected.

A functioning periodic scanning button allows Windows Defender to work in concert

with third party anti-virus programs.

EDIT:

I did not have this link in hand when I first replied to your post.

This link is my case in point.

Andrew had the same problem, that was originally expressed in this thread.

He had also been successfully running a third party security program, in concert with

Windows Defender, until W10 v1803 was installed. And his periodic scanning button

was turned "ON".

Pay particular attention to the second page of his thread.

Regards,  Glen

    https://www.itechfever.com/fix-google-chrome-virus-scan-failed-error/

    This resolved the Chrome issue.

I've yet to try the Upgrade repair on my cloned HDD to test if this resolves the issue with Windows Defender.

    SR

There is something with this operation today. I could not insert a link, and

I tried to edit a typing mistake, but it would not let me.

At build 17134.191, WDO will not load, before the PC boots back into Windows.

    Sorry for the miscue,  Glen

    Hi SR,

If the Registry check proved fruitless, here are a few things to consider.

We know that WD is supposed to function, if only in Passive mode, with

other third part anti-virus installed. So not being able to uninstall them

is probably not going to affect your problem. Something else has to be

    causing it.

I did not mention them before, but there are four more "services" that

could be involved. Find them as you did for "Security Center Service".

They are Windows Defender "services", further down the page. One in

particular could be more likely to cause the problem than the others,

but they all should be running. "Windows Defender Security Center Service", if

not running, is most likely to cause your problem. It should be set for Automatic.

I'm thinking you all have exhaustively scanned for malware already.

I have noticed that at least two who have responded to this thread, are

at v1803 Build 17134.48. What about the rest of you? What is your Build # ?

The build # of a recent Repair Upgrade that I performed was 17134.191.

On August 5, Fed said he was going to try a Repair Upgrade, but he has

not checked back yet. Perhaps some of you should give that a try.

Unless your problem lies in an App (or malware), the Repair Upgrade

will surely fix your problem. As the OS is replaced with a new one.

One caveat, if the build # that comes with it is 17134.191, WDO will

load. Your PC will boot back into Windows, before WDO can load.

Microsoft may have fixed this, but doubtful.

Repair Upgrade seems like a major operation, but it is a fairly simple

procedure. All you have to do is download the "Media Creation Tool"

from Microsoft. Right click it and run as administrator. Run, as for another

computer, Select download to be ISO. The ISO will end up in the Documents

Folder as Windows. Right click the ISO and select "mount". Double click

"setup.exe" and you are on your way. Be sure that both options are checked

for "What To Keep". Do the other obvious things, such as accept the license etc.

For some reason I can not get the "LINK" function to work. Here is the download

    location.   https://www.microsoft.com/en-us/software-download/windows 10

    Hi SR,

I might have missed whether or not you have checked this item already.

But in case you have not, check this Registry key, for its DWord value.

Use caution anytime you access the Registry. Only make the change described.

Access the Registry by clicking start and typing "Regedit". Right click Regedit

and Run As Administrator. Then proceed as follows.

Expand the following Key by clicking on each of the arrows.

    > HKey_Local_Machine > Software > Policies > Microsoft * Click "Windows

Defender" to open it.  IF you see a key titled "DisableAntispyware", check

to see what the value of its DWord is. If it is set to 1, change it to 0. Do that

by right clicking "DWord", then click "Modify". This allows you to make the

change. Type "0" where the highlighted 1 currently is.

Whether you found this key or not, you should back out of the Registry, by clicking

the arrows that you did previously. To keep it tidy. When you are at the beginning,

click "Computer" at the top of the keys, then click "file". Click "exit" to close Regedit.

Restart the PC and try to access Windows Defender again.

Good Luck, I hope this fixes your problem.   Glen
