Hi Michael,

I believe that your IT department is right.

It is probable that the problem in v1803 is associated with the "Periodic Scanning"

button. Please see my posts in this thread for August 27 and 28.

I think there is a fault in v1803, that leaves only some PCs without a functioning

periodic scanning button.

In other threads, some have had this same problem, and their button was turned on.

Yet, when they uninstalled their third party anti-virus, there problem was corrected.

A functioning periodic scanning button allows Windows Defender to work in concert

with third party anti-virus programs.

EDIT:

I did not have this link in hand when I first replied to your post.

This link is my case in point.

Andrew had the same problem, that was originally expressed in this thread.

He had also been successfully running a third party security program, in concert with

Windows Defender, until W10 v1803 was installed. And his periodic scanning button

was turned "ON".

Pay particular attention to the second page of his thread.

    Hi Halo,

It turns out that Advanced Threat Protection (ATP) is a feature, only available on

W10 Pro or Enterprise. It is one that you can opt in for if you wish. Therefore, if

you have not opted for this protection, it is logical that its service might not be

running. However, without it, you only have three WD services listed. Which one

are you missing? And, can you examine the "policies", activated on your PC, to

determine whether ATP has been authorized or not.

Putting that aside, researching the history of problems such as yours, they have

required the rebuild of the OS in most cases. Some viruses apparently modify

DLLs, that the Repair only, can replace. As well, some third party AV programs

do this. Their removal programs probably clean up and replace DLLs.

Do you have, or have you ever had another security program active on your

PC? Most PCs come with one already installed. Do you recall what yours was,

and whether you utilized a "removal" program to remove it. There has to be

some connection between most who are experiencing this same problem.

Many are claiming that v1803 caused it. But what about the multitudes at

v1803 that don't have the problem. More than likely, it just exposed a problem

    that existed already.

From all I have seen, the Repair Upgrade is still the most convenient way to correct

this problem. But even it can fail, if your problem resides in an APP or File that

gets restored in the process. A clean install would overcome that possibility, but

it is not nearly as convenient. Repair Upgrade should suffice, as long as you can

ensure that malware has been removed, and that one of your Apps is not the cause.

Use several different scanners to ensure the virus is gone, and perform a CLEAN

BOOT procedure to ensure that it does reside in an APP, before doing the Repair.

    Please respond,  Glen

    Halo

"Windows Defender Advanced Threat Protection Service" !!

Maybe you have something that we can pursue.  Are you on W10 Pro? I am on Home,

and I don't have that service. But lets find out which one that it is. I have the following:

Security Center Service  Running and set for Automatic (delayed)

WD Antivirus Network Inspection Service.  Running, but set for manual start.

WD Antivirus Service.  Running and set for Automatic

WD Firewall Service.   Running and set for Automatic

WD Security Center Service.  Running and set for Automatic

Do you have three of the four WDs above? If so, which one of these is missing.?

If you are on Pro, this may be normal. If not, something is wrong for sure!

In any case, They surely, should all be running.

You say "This all started with a virus". Tell me how the services are different, and

then, what you did to get rid of the virus. Do you know the name of the virus?

Did you use more than one anti-malware program in the process?

And have you tried the BitDefender Rescue disk, that I previously described?

It may be more effective, since it runs offline, without possible interference.

Check back. In the mean time I will investigate the (service) that you have above.

    Regards,  Glen

Thanks. I got 3/4 services running. The last one here. When I click OK it says Access Denied. When I click start it says service cannot be started. It all started with a virus.

    Hi Halo, Charles, and others,

As you can tell, you are not alone with this problem. Since I had a similar incident

one time, that was caused by a service that was not running, that is easy to check

and get out of the way. Go to "services", and scroll down to "Security Center".

Verify that it is running and is set for Automatic (delayed start). Scroll on down

the list to Windows Defender. All four of them should be running as well.

I have assumed before, that anyone with this problem, has thoroughly scanned

for malware. In case you haven't, the BitDefender Rescue Disk might be something

you want to try. Here are two links to it, for preparation and use. Suggestion, download

the Stickifier Executable" and just run it from your download folder. Use a USB.

    How to Create: http://www.bitdefender.com/support/how-create-a-bitdefender-rescue-cd-627.html

    How to use: https://www.bitdefender.com/support/how-to-scan-your-computer-with-bitdefender-rescue-cd-1250.html

If you are satisfied that no malware can be found, and you still have your problem,

then perhaps a Repair Upgrade is in order. It replaces your Operation System,

including Windows Defender, but leaves your Apps and Files intact. It sounds like

a much bigger task than it really is.

Just to be secure, I recommend that you create a full Recovery Drive USB first.

In a nutshell, here is all that it amounts to, with a few normal decisions from you.

Download the Media Creation Tool from here: I am writing this from a W7 PC,

and Microsoft has apparently seen fit to disallow me to enter this link on it !!!

    https://www.Microsoft.com/en-us/software-download/windows 10

Once the tool is downloaded, find it in your download folder, right-click

and select "run as administrator". Note: when you are asked to allow updates

( the recommended option) Decline (for now). Get them later from Windows

Update. A more secure way to do it. Keeps update sequencing  better.

Select, Run as for another computer.  Now you control when the repair starts.

Select the download to be ISO.  The most efficient way to do the repair.

The ISO ends up in your Documents folder. On fast internet, about 30 minutes.

Right-click the ISO and select "mount".

Double-click "setup.exe"  And the repair starts. When you are asked what to keep

Ensure that both items are checked. This keeps your Apps and Files intact.

The repair takes about an hour and a half. Your computer will restart several times.

Be patient, and don't interrupt it. After it is finished you will see your "sign in" screen.

Now go to Windows Update and "check for updates". Once they are installed, you

can try to access Windows Defender again.

It is brand new, so it should be working.  If it is not, your problem has to be with

one of your Apps, or malware disguised as an App. If you should end up in this

situation, perform a Clean Boot, to discover which one.

PS; If your problem is fixed, re-make your Recovery Drive USB. It contains your problem.

    Good Luck,  Glen
