Windows defender permision

this is the message I get when I try to scan a drive using windows defender(right click and scan using windows defender option).

windows specification:

edition:windows 10 home

version:1803

os build:17134.48

device specification:

hp envy x 360 convertible

Hi Michael,

I believe that your IT department is right.

It is probable that the problem in v1803 is associated with the "Periodic Scanning"

button. Please see my posts in this thread for August 27 and 28.

I think there is a fault in v1803, that leaves only some PCs without a functioning

periodic scanning button.

In other threads, some have had this same problem, and their button was turned on.

Yet, when they uninstalled their third party anti-virus, there problem was corrected.

A functioning periodic scanning button allows Windows Defender to work in concert

with third party anti-virus programs.

Andrew had the same problem, that was originally expressed in this thread.

He had also been successfully running a third party security program, in concert with

Windows Defender, until W10 v1803 was installed. And his periodic scanning button

was turned "ON".

    To follow up on this, I had to get my HDD sent into an IT firm to recover it. There were some bad sectors.

    Now that I can boot into my OS again, this issue is still present.

    I'm considering a fresh install of windows 10 but I'm skeptical if this will resolve the issue as I've found this thread:

    • Side issue - 

    It should be noted that Google Chrome cannot download anything now, but Firefox can.

    Chrome will complain that a virus scan could not be completed.

    I've adjusted the Internet Properties settings, and ensured the registry is as described in this article with no improvement in Chrome: https://support.microsoft.com/en-sg/help/883260/information-about-the-attachment-manager-in-microsoft-windows

    I'm going to try installing Kaspersky to see if this has any effect.

    Would you perform a simple test to see if you have a conflict between your

    third party anti-virus and Windows Defender. Go to the "Virus & threat protection"

    screen, in Windows Defender, and scroll to the bottom of the screen.  If you see

    a "periodic scanning" button, it must be set to on in order for Windows Defender

    to function.

    When a third party security program is installed, Windows Defender deactivates.

    The button being set to on, allows Windows Defender to function in "passive"

    mode. It can be used for scanning, but it does not supply online protection.

    If the button is off, Windows Defender does not function, and reacts much like

    you describe.

    Thank you for your kind help. 

    Unfortunately the overarching issue is that we simply do not have any access to "Virus & threat protection".  Instead we are blocked with the following message didplayed.  This is a stand-alone PC, there is no "IT administrator" or "IT helpdesk" to appeal to.  In my case I have "Norton Security" installed.

    Glen, the consensus is that there was another anti-virus installed but we can't delete it with the Avira removal tool.

    Windows Defender reacts just like we describe and there seems to be no solution except manual tweaks. Most of which I personally tried already.
