Hi Michael,

I believe that your IT department is right.

It is probable that the problem in v1803 is associated with the "Periodic Scanning"

button. Please see my posts in this thread for August 27 and 28.

I think there is a fault in v1803, that leaves only some PCs without a functioning

periodic scanning button.

In other threads, some have had this same problem, and their button was turned on.

Yet, when they uninstalled their third party anti-virus, there problem was corrected.

A functioning periodic scanning button allows Windows Defender to work in concert

with third party anti-virus programs.

EDIT:

I did not have this link in hand when I first replied to your post.

This link is my case in point.

Andrew had the same problem, that was originally expressed in this thread.

He had also been successfully running a third party security program, in concert with

Windows Defender, until W10 v1803 was installed. And his periodic scanning button

was turned "ON".

Pay particular attention to the second page of his thread.

Regards,  Glen

Thank you for your ideas.  I appreciate your help.  Yes,  Security Center  is definitely running.  This is, therefore, not the issue.

    Thanks again!

    SR,

If you found the Security Center Service not running, and you can't start it,

there is Registry tweak that might be required. Export the key to your desktop,

before any alteration, just to be safe. You can double-click the exported key

to restore it if needed. Right-click "SecurityHealthService" and select export.

Run Regedit  as an administrator and expand the following key.

    Hkey_Local_machine > System > CurrentControlSet > Services > SecurityHealthService.

    Click SecurityHealthService.

If the "Start" REG_DWORD is set to 4, change it to **2.**Back out of regedit and restart.

Then try to start the Security Center Service again.

    Hi SRedfield,

Have you checked to see if the Security Center service is running?

Hit start and type "services".  Click on Services. Scroll down to Security Center.

If it is not Running, right-click it and click "restart". This may allow you to

access Virus & Threat Protection. If it does, scroll to the bottom of the screen.

If you find a "periodic scanning" button, set it to on.

The periodic scanning button will allow the functions that I described,

    earlier in this thread.

    Good Luck,  Glen

Installing Kaspersky has no effect on my ability to download in Chrome, however it has ticked the check mark against the 'Virus and threat protection' in 'Security at a glance'.

I'll try a 'Repair Upgrade' to see if this has any effect next.
