This is how I fixed the issue after trying all the suggestions noted here.

Wat worked for me were the following steps:

    windows key and R

    type: services.msc

    scroll down to Windows update

Right click on windows update and select stop.

    Press windows key + E

    Browse to C:\Windows\SoftwareDistribution\Download

    Press CTRL + A

Press Shift + Delete and click yes

Go back to the services.msc windows.

    Right click windows update

    Select start

    Go to control panel

go to install / remove program

click in the left menu on installed updates

Select the kb4103727 update thats is listed there.

    uninstall it

    Reboot PC

Open Settings > Update & security > Windows Update

let it run. It should now download the update, install it and reboot pc.

The entire process took 3-4 hours from start downloading to finish installing the update

I hope this may help someone.

Yeah, well it *hurts* me having to reset (my laptop is my development platform, so re-installing beau-coup software is something to avoid).

Sorry nothing works.  I'm in the process of re-structuring how I use laptops.  I'll be going to a bare minimum install of Windows 10 Pro, nothing important on the base metal.  Development stuff will go into virtual machines making backup trivial.  I can't see any other way to protect my hardware from Microsoft.  It's ridiculous.

I tried everything including your comment and none of it worked. That's the only reason I even resorted to calling Dell. My friendly neighborhood IT guy had even suggested resetting a month ago, but I was stubborn and didn't want to try reset. It's not a big deal and doesn't take hours. You just back it up and reset, then redownload. Takes maybe an hour at most.
