Update Error 0x800706be for KB4103727

So I seem to have found a solution for this problem I found a website that includes a fix.  All you need to do is:

If Windows 10 update KB4103721 and KB4103727 stuck during download at 0% or 99% or completely failed to install, it might be that something went wrong with the file itself. Clearing the folder where all of the update files are stored will force Windows Update to download fresh files. Go to the following location.

C:\Windows\SoftwareDistribution\Download

Delete everything in the folder, but do not delete the folder itself. To do so, press CTRL + A to select everything and then press Delete to remove the files. Restart and download updates again.

This is how I fixed the issue after trying all the suggestions noted here.

Wat worked for me were the following steps:

windows key and R

type: services.msc

scroll down to Windows update

Right click on windows update and select stop.

Press windows key + E

Browse to C:\Windows\SoftwareDistribution\Download

Press CTRL + A

Press Shift + Delete and click yes

Go back to the services.msc windows.

Right click windows update

Select start

Go to control panel

go to install / remove program

click in the left menu on installed updates

Select the kb4103727 update thats is listed there.

uninstall it

Reboot PC

Open Settings > Update & security > Windows Update

let it run. It should now download the update, install it and reboot pc.

The entire process took 3-4 hours from start downloading to finish installing the update

It's a Surface Pro 4, so obviously, you built it.  I have tried to install this update 4 times.  Each failed.
