Windows 10 Cumulative Update KB4103721 Version 1803

This update has some serious issues, specifically. Do NOT install this update after updating to Windows 10 version 1803. It will prevent your computer from booting up. I am stuck on the spinning circle for a long time. I have to use a Windows 10 USB to boot into the Troubleshooting and use Command Prompt to boot into safe mode. Please fix this update!

I discovered that if you installed a program from Iobit (like Driver Booster, for example) it creates a service called "LiveUpdate" with full name, as I remember, "LiveUpdateSvc".

Even if you remove the program the service will remain and this cause the KB4103721 update to fail to boot Windows after the update.

Uninstall all Iobit programs and remove the service from the administrator command prompt typing "sc delete LiveUpdateSvc" (check it is the correct service name) and then you will be updating Windows without any problem.

I experienced this issue on two computers and this has been the solution.

    3 out of 4 PC's in our house would not boot after this update.  2 were temporarily resolved with advanced startup going back to the "previous version of windows", the other via System Restore.

    Do we get to keep going through this like Groundhog Day or is Microsoft actually going to do something to correct this?

    Interesting, I'm also using ASC 11... I'm gonna give this a try. Who else having the same problem is using this program or something similar?

    I can confirm this works, thanks SamuelKing2. Just uninstalled Advance System Care 11, the KB4103721 update installed correctly without any problems.

    This update also attempted to brick my PC. I downloaded and updated last night. And then I get home after a 12-hr day to find out that my PC is not booting and giving me a blank (black) screen. Clearly the machine is running. So I reboot and go into BIOS and see that no, my gpu is fine. It's Microsoft's POS update screwing up my PC. So I reboot again and it is blank again. Then I attempt to look up how to enter diagnostic mode and I see that I have to make my PC reboot 3 times, WTF, what happened to F8 puts you into diagnostic mode????!!! So I finally get into advanced diagnostic mode. Then I am able to roll back the update. Sure my PC works. But then it decides to download the same problematic update with no obvious way to stop it. SO now I get to be back at square one if I allow my PC to shutdown, granted it will anyway during my long work day tomorrow. If anyone from Microsoft is listening, and I mean actually listening. Crap like this is why users need the ability to disable updates. When your POS update doesn't work and is causing a PC to enter a loop of roll back, download the POS update, break, then  roll back wash and repeat. You get it?! If you insist that your updates be downloaded make sure it works.

    I have another problem for (KB4103721), it seems installed failed, and tell me to reboot as attach image. But I've reboot for several times, it still tell me "must reboot" ...
