Windows 10 Cumulative Update KB4103721 Version 1803

This update has some serious issues, specifically. Do NOT install this update after updating to Windows 10 version 1803. It will prevent your computer from booting up. I am stuck on the spinning circle for a long time. I have to use a Windows 10 USB to boot into the Troubleshooting and use Command Prompt to boot into safe mode. Please fix this update!

I discovered that if you installed a program from Iobit (like Driver Booster, for example) it creates a service called "LiveUpdate" with full name, as I remember, "LiveUpdateSvc".

Even if you remove the program the service will remain and this cause the KB4103721 update to fail to boot Windows after the update.

Uninstall all Iobit programs and remove the service from the administrator command prompt typing "sc delete LiveUpdateSvc" (check it is the correct service name) and then you will be updating Windows without any problem.

I experienced this issue on two computers and this has been the solution.

    I take my PC to Geek Squad at Best Buy in Canoga Park, CA yesterday. I paid $150 for repair. GS agent say they received huge call from customers complain about April update issues. He say ASC11 was the culprit. They are very busy.

    After installing the update my screen background was all black and I can't click anything on the toolbar/taskbar (?). It totally messed up my laptop and this is really upsetting. I tried to make a workaround but the system said it can't return to the previous version so I had to reset my system completely. I don't know how will I have to avoid installing it again though...It does it automatically. 

    My sister also bought a brand new laptop with windows 10 and she could not even do a thing because it lagged it completely. We took it back to the store but I don't think they will be able to fix it since it lies in Windows responibility... 

    The most upsetting thing is that all my important files are gone. All the art I was creating for commissioners within the past few months, all my work is gone. Not gonna mention my games that I will have to install all over again, which takes approx. 18 hours with my slow internet. 

    If there would be a way to workaround so my system would not download this update (until this is fixed) could someone let me know somehow? I just want to be able to do my work and my laptop is very important there.

    I have Firefox, Thunderbird, LibreOffice not Microsoft Office, and many 3rd party programs on my desktop that was running Windows 7 when Windows 10 started and I have not had the problems.  I have 5 computers using 1803 and they have no problems.  True that some are limited in what programs they have on them but they have had no problems with the Operating System.  I have had some programs that I have had to update but the makers have let me know that there was an update.

    For sure compatability IS a problem. But the main responsibility for that must be MS. To inform developers of how to use the frameworks, library calls etc. and NOT to make changes without a very throrugh quality assurance.

    You talk about SW compatability from Win3.1 to 7? Sure thing. But how about requiring that the OS functions with a bug fix without major overhaul of all application SW??

    IF this was third party SW fault, how come that this did not arise with the spring edition, but a fix to bugs of the spring edition?
