Having read through this thread start to finish, here's my take.
IF you have 1803 installed and IF your apps and services behaved as expected after the installation, then this patch should not have affected them, nor should any of those apps/services stop the machine from booting. After all, they didn't stop the boot
when 1803 was initially installed.
The issue here is with the patch. Period.
So for anyone that has deleted an app (ASC 11 for example) or turned off a service, ask yourself what caused that conflict and how many other potential conflicts are lurking.
Having spent 30+ years in IT, if I found that any one app or service caused this kind of issue I would make sure it was documented for those using the app or service. Microsoft has not even admitted there are any issues other than problems with some Intel
SSDs.
I had to restore my PC to get back to an unpatched version of 1803. And it won't be patched again until Microsoft or a consensus of users can assure me that the patch(es) are reliable. And I would prefer that assurance come from Microsoft. After all, this
is their mess to clean up.
To me, deleting an app or service to simply get the PC to boot is putting a Band-Aid on a gaping wound.
