Look at Settings Windows Update View Installed Update History and see which KB's are not installed.
It worked for me. I have a 3 & 1/2 year old Toshiba upgraded from 7 to 10 bought from Costco. I tried 2 other fixes that actually sped up the computer but didn't fix the problem. This answer fixed it. If you're ever in San Jose I owe you a beer.
I was able to get my system fully up to date by doing the following:
- Download and install Cumulative update KB4088776
https://www.catalog.update.microsoft.com/Search.aspx?q=KB4088776
- Reboot
- Download and install Delta update KB4093112
https://www.catalog.update.microsoft.com/Search.aspx?q=KB4093112
- Reboot
- Run the Windows update
Hope this helps
