Yes, the update loaded manually to your computer will run without being connected to the internet. The notes to the update indicate that is true as well.

2018-04-17T12:32:07+00:00 My computer keeps automatically downloading the updates for the last week (which fail) and because the update is then on the computer the manual updating program makes a notification that I already have the update and won't therefore manually do the update I've downloaded.
So, if I disconnect from the internet it prevents the computer from automatically downloading the update which mad an endless loop of downloading over and over and failing each time.
I know all this is kind of confusing and I'm surprised Microsoft has not fixed this update as I'm guessing everyone is having the problem.

Many on the this community forum have arrived via clicking on 'Support' - this board is not some social chat room - it is one of their Support options so it is extremely disrespectful of their customers and unprofessional of the company to not make sure those seeking support here at least get some acknowledgement from the compamy's tech department that they are working on a solution and will keep us informed
