Everytime I boot my PC, I will be greeted with below message.

I notice that the process is suspended in task manager as well.

So far, I do not see any problem with anything I am doing on this PC but I want to get rid the error (and possibly fix whatever problem is happening in the background).

Some info if it helps, there are only 2 users on this PC, 1 administrator and child user (controlled by Microsoft Family feature). I am the administrator.

    Dont quite understand the solution. Is this for the Family Safety dialog box error permanent clearing ? You also mention inability to use FTP, Safe mood booting, Ask Cortana.

    "Delete...C:\Windows\System32\AppLocker"  -  I deleted the files and Viola!  I was unable to use any FTP software with "Drag n drop" operations until I cleared this.  THANK YOU!!!

    Be sure to boot in safe mode.  Ask Cortana!

    So here is one more fun thing for this thread ...

    When my son turns on his computer, MY computer turns on as well. Oddly enough, this only began happening once he began getting that pop-up " Ask for permission - ". I mean, yeah, I can turn off my 'wake on lan' option, but my concern is the fact it is even happening this way to begin with!

    I only started seeing this error as I finally decided to give my kids access to my desktop. After enabling their child accounts in settings and letting them logon, I have seen this error after restart. It never showed up until they were given access in the store settings app. I don't see this error on machines that there is only adult accounts on. It's obviously linked to that scenario and it's obviously something that needs to be patched on a global level by MS.
