Everytime I boot my PC, I will be greeted with below message.
I notice that the process is suspended in task manager as well.
So far, I do not see any problem with anything I am doing on this PC but I want to get rid the error (and possibly fix whatever problem is happening in the background).
Some info if it helps, there are only 2 users on this PC, 1 administrator and child user (controlled by Microsoft Family feature). I am the administrator.

Here are my 2 cents.
I've been having this problem. Exact same situation as mzidx with only 2 users, and I'm an administrator.
I then signed up for Windows Insider Program and signed up for Windows to install every single available update. After restarting, absolutely nothing related to the Universal App would work at all. The Start menu would not pop up, Edge would not open, nothing. Other programs like Firefox and Internet Explorer would work, though.
I ultimately reinstalled Windows, and I'm getting the error again on a fresh new clean install.
I believe it has something to do with permissions for Windows to use its own utilities, but I hope someone can figure it out soon.
I'm getting this on two different windows 10 PCs. Doubtful that it's due to a PC issue as the problem wouldn't have occurred on both my windows machines at the same exact time.
I get exactly the same issue and this is after I have only just done a clean/fresh install of the latest Build of Windows 10.
This has only appeared in last month or so. Seems like something has changed on Microsoft Family or Windows 10 recently to cause this.
It happens a lot but not every logon. I am the administrator on the PC with another Adult account and 2 Child accounts.
