Thanks for offering a solution since Microsoft has been mia. I tried this solution earlier and it seemed to work temporarly (for about 1 week). Then it came back as before.

Everytime I boot my PC, I will be greeted with below message.
I notice that the process is suspended in task manager as well.
So far, I do not see any problem with anything I am doing on this PC but I want to get rid the error (and possibly fix whatever problem is happening in the background).
Some info if it helps, there are only 2 users on this PC, 1 administrator and child user (controlled by Microsoft Family feature). I am the administrator.

2018-09-05T23:37:46+00:00 Since none of the Microsoft staff members could provide a substantiated solution for this issue, which is a bit of a joke, I would like to share what worked for me:
- Reboot Windows in safe mode.
- Open this location in Explorer: C:\Windows\System32\AppLocker (possibly replace C: with the drive that has your Windows installed on it).
- Delete the contents of the 'AppLocker' folder.
- Reboot to get out of safe mode.
The message asking for permission to use Windows Shell Experience should not appear anymore.
Now, even though this worked for me, I am still not 100% sure about the implications of performing the above steps. Does this have any negative 'side effects' (possibly even be a security risk)?
Any feedback would be appreciated. Thank you.

2018-09-03T10:41:30+00:00 The same problem also. Sometimes, because the windows shell experience is suspended, I need to restart the computer to keep working. It`s a very annoying problem.

2018-08-26T20:41:44+00:00 I have the same exact issue. I tried the solution clearing the AppLocker folder and it worked for a little while but the issue came back. I don't know if it had anything to do with my son logging into the computer afterwards with his account but would really like to get this resolved.
