File System Error (-2147219196) - Can't open photos, groove, calculator...

Updated to Version 1803 OS Build 17134.1

Now cannot open Photos, Groove, Calculator, and I'm sure a bunch of other apps....

Any help would be appreciated.

Open Start, type: powershell

Right click PowerShell

Click Run as administrator



Type the following command then hit Enter, exit PowerShell then restart, then try updating through the Store again.



Get-AppXPackage | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($\_.InstallLocation)\AppXManifest.xml”}

Check if you can launch the Microsoft Store, then update the apps.

If this does not work, I recommend you attempt a repair upgrade:

    Windows update did not detect the latest driver for my Intel HD 630.  I manually updated through the Intel website, restarted, and am still getting the error code and the non-functioning Photos app.

    I've been looking at every thread possible.  I tried a multitude of the suggestions, but this is what worked for me:  Apparenlty, somehow the permissions to the WindowsApps folder (a hidden folder) got screwed up for the Users group.

    File Explorer - Show Hidden Folders - Go to Program Files\WindowsApps - Right Click Select Properties - Select Security Tab - Select Advanced - Change the owner to Your Administrative Account Name - Once you have ownership access, delete the Users principal reference and it's associated permissions - Re-Add the Users group to have Read & Execute, List Folder Contents, & Read - Change the owner back to TrustedInstaller.  At each point allow permissions to propagate to subfolders and files, etc.

    I hope I explained it well enough.  This is my recollection of what I did and what seemed to work for me.  I hope that it works for you.

    Caveat:  I did uninstall the Photos app and reinstall it several times in advance of the above solution.  That may or may not have had an impact on my ability to solve the problem using the solution above.  So, one may need to do that if the above doesn't solve the problem outright.

    I've seen a lot of people having the same issue recently. For me, I can't open pictures from Explorer with the Photos app as of 7/19/18.

    Some people seem to think the problem is due to update KB4343669, which can't be uninstalled. If true, hopefully they will push another update to fix the issue soon.

    Any other suggestions? I have tried everything here- even multiple times in-case I missed something. It's still not working!

    I gave up. Even there is a solution, wasting so much time is pointless. Bunch of replaceable apps in Windows Store are available. I have uninstalled Windows Photos using Windows Powershell. Seeing it there is annoying.

    I chose an app called "123 Photo Viewer" and trying to get used to it. Good luck.

    I gave up as well...for now. I downloaded Picasa for free as I love using it on my phone. I did spend hours with a level 1 technician who wanted to change registry keys. After telling me that he had to have my permission to do so because it could severely damage my computer if entered wrong, he was unable to guarantee me a replacement computer. I obviously declined and got connected to a "level 2" tech who told me level ones are never allowed to change registry keys. The level 2 tech then spent 2 hours doing everything I have already done multiple times. I disconnected with him because I was so frustrated. It's like the old helicopter joke.
