File System Error (-2147219196) - Can't open photos, groove, calculator...

Updated to Version 1803 OS Build 17134.1

Now cannot open Photos, Groove, Calculator, and I'm sure a bunch of other apps....

Any help would be appreciated.

Open Start, type: powershell

Right click PowerShell

Click Run as administrator



Type the following command then hit Enter, exit PowerShell then restart, then try updating through the Store again.



Get-AppXPackage | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($\_.InstallLocation)\AppXManifest.xml”}

Check if you can launch the Microsoft Store, then update the apps.

If this does not work, I recommend you attempt a repair upgrade:

    For me I reset the ACL on C:\Program Files\WindowsApps\Microsoft.Windows.Photos_2018.18051.17710.0_x64__8wekyb3d8bbwe\Microsoft.UI.Xaml.dll as that was the only .DLL that Microsoft.Photos.exe was having NTFS permissions issues with. Others may need to do more but I resolved my problem this way.

    Solved this problem

    I change permission rules to folder 

    C:\Program Files\WindowsApps\Microsoft.Windows.Photos_2018.18051.17710.0_x64__8wekyb3d8bbwe (but its only my version PhotographyApp and you need finde correct folder name in your system log events) im add my User to owners of this foldier 

    I found that same file. But what exactly did you do, sorry?

    I removed the app in PowerShell, but still after reinstall the app crashed. 

    I had to remove the faulty app's directory from where windows stores the apps. 

    X:\program files\windowsapps\ (hidden)

    After that reinstall again.

    App working again. 

    Hi Microne71, your method saved my app. I changed the permission to my administrator, and I did not reinstall the Photo app, it worked! Oh before the tried to open a file, I did push the button "repair" in app settings, so I am not sure which fix it but thanks!
