I don't know the exact reason behind that driver's behavior, but I just tried 399.24 because I wanted previous version, before RTX release.
It's my HTPC/Media Server so I bought 1050Ti it's more than enough for any 4K video.
As for your case, try to rollback to a previous driver version (for RTX2080). Just make clean install of it, maybe with the help of DDU (https://www.guru3d.com/files-details/display-driver-uninstaller-download.html). After that just uninstall/install Dolby access (with reboot in-between).
