I had this same problem and switched to a different Microsoft account and it then downloaded. I was then able to sign out and sign back in and buy the headphones app on my previous account.
I tried that. since the app was purchased and attached the Microsoft account, the app is already installed on system, even i switch accounts the app stay.

I had the same problem and it turn out the fix is really easy.
Go to your windows All Setting on Notification bar then click Ease of Access and go to Audio
From there make sure that mono audio is turned off.

Issue pertains to Dolby Atmos theatre, which has absolutely nothing to do with the headphone mono sound setting.
