I found that if you right click on the OneDrive icon (two white clouds) in the system tray (where your time shows) and then choose "Quit OneDrive" and then start it again from the Start Menu, it would let me access my files that previously gave the "We can't open this file right now. Make sure OneDrive is running on your PC, then try again" error.

I keep getting this error message when I try to recover my files from OneDrive.

These files were on my windows 8 laptop, but it died so I put everything in OneDrive and now I can't access my files!!!! Help!!!! My new laptop is running on windows 10.
How do I fix this? I need these files ASAP!!!!

I also noticed that the blue OneDrive cloud icon was gone.
Here is what worked for me:
I went to Settings menu, then Apps, then I proceeded to uninstall "Microsoft OneDrive" App.
It took the instruction but it never processed as a real uninstall with the normal bar. Nevermind.
I then followed instructions as on this website

Pressed keys “Win and R” to get Run box
%LOCALAPPDATA%\Microsoft\OneDrive\Update
Clicked on “OneDriveSetup.exe”
It started doing something and opened 2 windows but not the initializing process it was supposed to do.
Nevermind. The blue icon was back when I looked into the /user/ folder but OneDrive folder was gone from File Explorer menu. It was already a nice change.
Then I simply went to my Outlook.com account, then OneDrive menu, then clicked left below "Get The OneDrive Apps" like when installing the App for the very first time.
I followed all the normal installation steps. And everything worked again !

The newer Onedrive installation won't work as it states that I have a newer version installed. I was pulling my hair out for a few hours until I saw your post.
