Cannot Change brightness after upgrading to 1803 RTM, previously it was fine .

I had to reset windows because on installing build 17127 , it botched. Even in the botched state it had no brightness control.

Now , I don't have it even after upgrading to 17133 or 1803 rtm . 

I have tried  , installing / uninstalling Intel HD graphics driver ( very old , core i3 first gen PC) 

I have installed/uninstalled Monitors >generic PnP monitor drivers .

(monitor.sys ) is the said driver that allows / disallows F2/F3 brightness hotkey , while brightness never changes. Can you give Monitor.sys from an earlier build such that it can be tested , how do I replace the driver.

    This fixed the issue for me: 

    For those still encountering this issue, I recommend that you follow these steps and see if the issue persists:

    1. In Windows start search box, type in regedit and hit Enter.
    2. Navigate to the following key:
      • HKEY_LOCAL_MACHINE/SYSTEM/ControlSet001/Control/Class/{4d36e968-e325-11ce-bfc1-08002be10318}\0000
    3. Double-click the item of FeatureTestControl, set the hexadecimal value to "fb20", and click OK.
    4. Reboot your computer to reflect the changes.

    THIS IS WHAT FIXED THE ISSUE FOR ME (Date: 23rd May 2018):

    1. I opened Device Manager. 
    2. Noticed that Display Adapters section was reporting problem (showing exclamation sign) for the "Intel HD Graphics 620". (This solution may work for other onboard graphics too).
    3. I right clicked on that and chose "Update driver" option. 
    4. On the pop-up window, I chose "Search automatically for updated driver software" option. 
    5. Windows searched and automatically installed the driver software over Internet and the Brightness Controls started working again immediately (without restarting the PC). 
    6. Device Manager also stopped reporting problem with Display Adapter.

    I hope this helps some of you if not all of you.

    You have a i3 procesor with integrated video card another that mobile series 4. Your solving procedue is not compatible with old intel 4 series chips

    At the moment and check your solver. It not working for Intel 4 series chip

    I've installed the old Intel Driver: 8.15.10.2253 over the manual instalation "have driver". This worked fine for the Intel Graphics. It's adjustable again.

    This work with my hp ProBook 4520s laptop with core i3-370M. Extract (Install) it. C/Drivers is the folder used. If it doesn't install, use the Have DIsk Option from Device Manager > Display adapter > Update Driver. Go to the folder with .inf file, inside the C:\DRIVERS\IntelVideo\Graphics .
