Microsoft is aware that some devices running the Windows 10 April 2018 Update (version 1803) may hang or freeze when using certain apps, such as “Hey Cortana” or Chrome. 

 If your device freezes when using an app, try one of the following steps to recover Windows without needing to restart:

  1. Try a Windows key sequence to wake the screen.  If you have a keyboard connected, simultaneously press the Windows logo key + Ctrl + Shift + B. If you’re on a tablet, simultaneously press both the volume-up and volume-down buttons, three times within 2 seconds.  If Windows is responsive, a short beep will sound and the screen will blink or dim while Windows attempts to refresh the screen.
  2. If you’re using a laptop, close and open the laptop lid.

Microsoft is working on a solution with the goal of including it in the next regular monthly update, currently targeted for a release date of May 8, 2018.  

Update (5/8/18):  A solution was included in the May 8th, 2018 cumulative update (KB4103721).  Windows Update will automatically download and install the solution.  To check for updates now, select the Start button, and then go to Settings > Update & security > Windows Update, and select Check for updates.  If your system still experiences performance problems after installing the latest updates, you may be experiencing a different issue.  Please describe your issue in another thread or by using the Feedback Hub.

    Here they are saying only for certain apps. My laptop is randomly freezing and hanging although i am not using any apps or chrome. I reinstalled the windows but still same problem.

    Please try this ---- get your laptop opened up and check the cooling system. Fan problem or Heat Sinc. May be Heat Sinc has melted off. Clean up and renew Heat Sinc which is White Paste. Box up and switch on your laptop. Hopefully should start working without freezing. Do let me know your result.

    I'm still facing the problem with Chrome freezing even after the July update. What could be solution or steps I can follow to resolve or short-list the issue?

    While I'm having a similar issue, for me this only occurs when my laptop, an HP Stream 14, is plugged in and charging, especially if I'm not using anything due to a background process' activity. That depends on the processor speed, the CPU utilization, and the amount of threads currently running on the system.

    As soon as the utilization reaches 100%, within 3-5 minutes the CPU utilization and processor speed limits and is descended by 2%-9% 0.08-0.80 GHz every 3 and a half seconds, decreasing the number of threads currently running. As soon as it reaches to 7% 0.11 GHz or 5% 0.08 GHz (and rarely, 3% 0.05 GHz), the performance of my computer is affected and everything (including my PC) becomes unresponsive until I hard-reboot the machine (which may work sometimes, but usually not).

    I don't think my computer is reliable enough. And anyone experiencing the same issue should report their symptoms here.

    Oh, and one more thing: Check the Performance tab in your Task Manager. If you see the blue line slowly descending, and X.XX GHz is dropping at its rate, your computer is likely willing to slow down and lag a lot.

    Either restart your computer (in the hard way) or close all affecting applications.
