No. Unfortunately the said update doesn't resolve the issue for me. The bug is almost reproduceable by playing YouTube on Chrome.

Update (5/8/18): A solution was included in the May 8th, 2018 cumulative update (KB4103721). Windows Update will automatically download and install the solution. KB4135051 fixes the freezing on 4 laptops in our office so far today......
anxious to finish working and go home to get the update...last couple of days have been nightmare
