Similar problem after update to 1803. I didn't have the whole OS freezing problem but on my tablet, I do have the problems of touch stopped working and app freezing on certain apps. I'm not sure if this is related to the same issue here.
Some devices may hang or freeze when using certain apps, such as “Hey Cortana” or Chrome, after installing the Windows 10 April 2018 Update
Microsoft is aware that some devices running the Windows 10 April 2018 Update (version 1803) may hang or freeze when using certain apps, such as “Hey Cortana” or Chrome.
If your device freezes when using an app, try one of the following steps to recover Windows without needing to restart:
- Try a Windows key sequence to wake the screen. If you have a keyboard connected, simultaneously press the Windows logo key + Ctrl + Shift + B. If you’re on a tablet, simultaneously press both the volume-up and volume-down buttons, three times within 2 seconds. If Windows is responsive, a short beep will sound and the screen will blink or dim while Windows attempts to refresh the screen.
- If you’re using a laptop, close and open the laptop lid.
Microsoft is working on a solution with the goal of including it in the next regular monthly update, currently targeted for a release date of May 8, 2018.
Update (5/8/18): A solution was included in the May 8th, 2018 cumulative update (KB4103721). Windows Update will automatically download and install the solution. To check for updates now, select the Start button, and then go to Settings > Update & security > Windows Update, and select Check for updates. If your system still experiences performance problems after installing the latest updates, you may be experiencing a different issue. Please describe your issue in another thread or by using the Feedback Hub.

2018-05-28T03:29:42+00:00 If you are an insider, you are a tester. Which begs the question. If insiders have an update to test and when it gets to the public in the mess. Why do they have insiders in the first place.

2018-05-28T02:41:21+00:00 While I can see your point, legally that is not a leg for them to stand on. We are not developers nor are we signed up to be testers. So again, I see what you are saying and out of frustration with the situation I agree, lol. But legally they cannot use that as an excuse. A good lawyer will have them issuing some sort of compensation and a quicker, more stable fix.

2018-05-28T02:36:50+00:00 They have been aware of the problem with Windows 10 from day one. If there is a problem that has not been fixed, it is our fault, you see we have not fixed it. They put these things out to the public to fix.

2018-05-28T02:21:25+00:00 i would assume since Windows was aware of the issue, did not inform customers and still put out the update knowing the issue was there and has not come up with an actual solution that it would be legally their fault. They are aware and were aware of the issue, released the update anyway, did not give an informed option to not have that update and have not fixed the update. I would have to check with a lawyer friend but I am sure that makes them legally at fault.
