Update (5/8/18): A solution was included in the May 8th, 2018 cumulative update (KB4103721). Windows Update will automatically download and install the solution. To check for updates now, select the Start button, and then go to Settings > Update & security > Windows Update , and select Check for updates . If your system still experiences performance problems after installing the latest updates, you may be experiencing a different issue. I think we now need to pay attention to the OS build we are installing. I was finally able to install 1803 on my brand new ASUS only to roll it back after a few hours of blue screens. The build I installed was OS Build 17134.48. It seems there is a latter build May 23, 2018—KB4100403 (OS Build 17134.81) Note the .81 as opposed to the .48. I am not installing anything (if I have a choice) until I read that there is a stable release. I can find I have 17134, then nada. How do I check for the .xx numbers? Settings, systems -> About not that hard to find.

What kind of crap is this? I clicked the link in the OP for KB4103721 and found it was available from MS Update Catalogue. Never offered to me as an automatic update, afaik. Even then, trying to install it gives me some unknown error. Please note, as well, the lack of or corruption of fonts in text fields. I've seen it before, since 1803, but not as bad as the example above. Restart seemed to fix that, so the message seems to be: It's NOT already installed! Not as far as I can see anyway. I uninstalled KB4100403, because it didn't seem to apply to me and seemed to make matters worse. Still I'm stuck with a below par system, thanks to 1803. Is anyone actually monitoring this thread any more?

Also, Windows logo key + Ctrl + Shift + B seems only a partial or temporary fix at best. I'm still getting frequent apps "not responding" and some screen freezes. That seems to also include Windows Update. KB4100403 failed to install twice now, with a different error code each time. When I check update history it says restart required. Again, ?????
