The newest build of System Mechanic - version 18.02.486 -- released in mid-October 2018 finally puts an end to this most irritating problem.
It appears to be safe to use System Mechanic again.

For days I've been getting this popup window on my Windows 10 Build 1803 computer:
"The program or a background process quit unexpectedly. Would you like to send information to a developer?"
It occurs intermittently, often every 5-10 minutes, and is EXTREMELY annoying. When I click on it, it disappears with no results but keeps reappearing. I cannot figure out what program is causing this as all programs I use are accounted for. The machine has been scanned several times and there is no sign of virus or malware. There have been no new programs installed and Windows and all drivers are current. It's a total loss to me what this is.
Anyone have any idea?

I took your advice and set System Mechanic to only run a few hours a day. So far, I've had no popups with the exception of when I start System Mechanic. It still appears on the Event Log as ESENT, but there's no reaction from Windows. I'll keep on with these settings and see what comes of it.
Thanks again Dave!
I do not have Malware Killer installed on either PC or laptop. I think I am getting the popups due to Active....whatever they call it. It pops every 5-10 minutes on the laptop but only a few times a day on PC with both I believe having the same System Mechanics settings. I am just putting up with it until a solution is found.
Thanks for your comments, RichardBlackburn. I, too, have not had a response from Iolo/System Mechanic. I uninstalled the Malware Killer program this morning, which I had downloaded with the last System Mechanic update, and so far, no additional pop up. That said, though, I had a couple days of relief from the pop up for no apparent reason, so we'll see. I'm not sure how this would affect my friend who does not have any Iolo product, though.
I described the problem to Iolo/System Mechanic support last week. They acknowledged receiving my message, but they have not responded since. Yesterday, I decided I had suffered enough and uninstalled System Mechanic. Haven't seen the aggravating popup since. I may reinstall if the problem is fixed, or I may go back to using AVG, although I would prefer a bug free System Mechanic.
