Program or background process popup keeps appearing

My factory reset was a clean install of Windows from a recovery drive. It was the only way the computer would allow a complete install. The system could not access Windows through the hard drive partitions.

I've been reading up on this error and many seem to think it has something to do with how the computer moves memory from RAM to the hard drive. I have recently increased the RAM on the computer, changing out one of the chips from 8 gb to 16 for a total of 24 gb. This is a Dell Inspiron 5675 computer and came with 16 gb when purchased just over a year ago. 

I have had some issues with raising the RAM total in the form of program crashes, but switching the 16 gb chip to slot 1 from slot 2 greatly reduced this. Using the disk cleanup function also lowers that chance.

Not sure what to do next but monitor the situation with scans. The computer is working well at the moment and during gaming, the largest task the system has to perform, there have been no issues with performance. The popup window appears occasionally, but not constantly.

Thank you for the updates, MOJayhawker. I know how troublesome it is to still have an issue like this after all the troubleshooting steps that we've performed. Since you already did a factory reset, our last resort would be doing a clean install. This includes wiping/ reformatting your hard drive, removing all your files and settings. If you have a partitioned drive, I suggest formatting that as well. This is to ensure that there will be no remnants or whatsoever that may affect the fresh installed Windows 10. I know that this is a very tedious work, especially if you have a lot of files saved on your computer. You need to back up them all before doing so. However, with this process, we can eliminate the possibility that this is a software or virus issue. Good luck.

It's 2 days after the factory reset and this morning the popup window began appearing again. 

It's the same popup as pictured in the above post. 

It's still popping up randomly and for no apparent reason.

There is still no information as to what software, program, or hardware it might be referring to. 

Here is all the information I have in the Application Log for the event. I've included 2 screenshots with information from the the event properties window.

The system appears to be stable. I'm conducting regular scans to detect/combat any malware that might be the cause. Am running an SFC scan as I write and will post results as they occur.

Can Microsoft fix this? It is popping up everywhere from the results I am seeing on my web searches for this issue and it has been going on since 2017 or so as far as what I can see from my web searches for this issue.

If it is Malware or a virus, it is a good one and is undetectable by my McAfee or Iolo software. I don't think it  is a worm, virus, or Malware because it does not seem to be doing anything or causing any crashes on my system that I am aware of. But who know what it can do if it is a worm or virus. For me, the issue started on 06/24/2018 and has been going on until today 8/18/18, per my latest Event Viewer read.

I ran SFC and DISM and net start trustedinstaller yesterday in Admin CMD prompt. This did seem to slow the frequency of the popup error but has not stopped it. Window Update Troubleshooter does not seem to have any issues. My maintenance reliability and problem history window show events that Window update is current as of 8/17/2016. Also my one month view window in reliability and problem history is definitely showing it being worse this week than last week or the previous weeks. 

If it is a worm, virus, or Malware, what is the best way to get rid of it? If it is not a bug, is MS aware of the issue and working on a solution?
