Had the same issue last Sunday (20.05.2018).
All options to restore / repair the system did not work.
All I have managed to do was move all my files to safe location (2nd partition).
First I have used command line to copy my files from Desktop but you need to know DOS commands and it takes time.
Then I have discovered I can use the right click on the clock (right bottom) and run Task Manager. In Task Manager under File you can Run New Task and you have access to all files on your HDD. If you have got any File Commander already installed that is
half of the success, if not try to start one from the pen drive. You can copy all your important files to the safe location. Remember when you start any new task mark the little box "run as administrator" (or something like that).
If you have not got any File Manager you can try to start a simply program like Paint or Word for example. In Paint or whatever click File/ open a document and then you will have a new window with the files list. Mark all the type of files to see everything.
You can try to do all the operations copy/paste in that window.
If you have some important bookmarks in your web browser start it using Task Manager and export bookmarks to the file. That way I get all my bookmarks and passwords, etc restored after I have installed a new Windows and web browser.
I have tried recovery, restore point, safe mode, reset PC (fresh windows), nothing worked.
After that I had to download and install a fresh Version of Windows from Microsoft website. All the software you have been using on your PC need to be installed again.
The next day everything was back to normal. Big mistake from Microsoft and really bad forced Update.
