Most of the people who encounter the issue doesn't have other computer to create installation disk/media
Clean install is not really recommended on this issue, got my issue fix by performing
Reset (keep all files option)
You can try to access Windows recovery
Hold
down either SHIFT key
while tapping or clicking on Restart,
available from any Power icon.
On this case you can only use the Power icon on the sign in screen

on Troubleshoot> Reset PC

options that you can try is to create "Desktop" folder on the location
C:\Windows\System32\config\systemprofile
*just tried this steps and got the desktop icons/files back but other features are still not working
You can open command prompt using the task manager
Type in: cd config\systemprofile
then create Desktop folder by using this command :
MKDIR Desktop
*If you encounter Desktop is not accessible/permission issue you can try this method to modify permission

* make sure that you used a wired connection since wireless/wifi is not working
