File Explorer may not detect other devices or perform file sharing on the local network when running Windows 10 version 1803

After installing the Windows 10 April 2018 Update (Windows 10 version 1803), File Explorer cannot connect to other devices running version 1803.  When clicking the Network tab in File Explorer, other devices on the home network running version 1803 do not appear, and thus I’m not able to perform file sharing or access files on other devices on my home network.

Microsoft is aware of reports that devices running Windows 10 version 1803 cannot connect to other devices on their home network and is investigating the issue.

You can resolve this problem by setting some services to Automatic (Delayed Start) and restarting Windows:

  1. Press the Windows Key and R at the same time to bring up the Run dialog.
  2. Type services.msc in the Run dialog and press Enter.
  3. For each of the following services, locate the service in list, right-click the service and select Properties.  Then set the Startup type to Automatic (Delayed Start) and select Apply.
    • Computer Browser (Browser)
    • Function Discovery Provider Host (FDPHost)
    • Function Discovery Resource Publication (FDResPub)
    • Network Connections (NetMan)
    • UPnP Device Host (UPnPHost)
    • Peer Name Resolution Protocol (PNRPSvc)
    • Peer Networking Grouping (P2PSvc)
    • Peer Networking Identity Manager (P2PIMSvc)
  4. Restart Windows.

    Apparently this addressed the issue with the Network navigation pane not allowing me to see the other computers on the Network (at least, it no longer said "This computer is not connected to the network" (which was patently untrue, or I wouldn't be here now)). However, these directions didn't provide the further help, which would have been: "To actually then make the connection to another computer on the local network WHICH YOU KNOW IS ACTUALLY THERE, try typing the computer name in the "Run" window, e.g. \othercomputer.

    I found this suggestion in some other Reply to this posting (although I can't find it again, argh!), and when I tried it, I was immediately able to see every Shareable item on that other networked computer.  That was my original goal, and I'm now able to do what I needed to do. So, partial thanks to this original posting, and partial thanks to the other Reply which suggested I simply try to attach to the other computer, even though I couldn't see it. Boo to Microsoft for Windows 10 updates which break functional systems!

    It seems that my problem may be that I don't have a 'Computer Browser (Browser)' service to change its startup behavior. How do I get this service installed? My other computer on my network has this service and can find this computer. I just can't find it.
