Since updating to Windows 1803, system protection does not work.  Restore will not restore from the restore point created during the update.  Nor will it restore from any new restore point I create.  I get the message: 

System Restore did not complete successfully.  Your computer's system files and settings were not changed.

Details:

System Restore failed to extract the file (<the path on my system>\OneDrive) from the restore point.  An unspecified error occurred during the System Resotre. (0x8007018b)"

This is the same result if I attempt to restore to the point that the Windows 1803 upgrade occurred.  And if I attempt to restore to a point I created immediately after the upgrade.  And if I attempt to restore to a point created immediately before I attempt to restore to it.  In other words.  It is not possible for me to create a restore point and restore to it.

On the rare occasions when I attempted a restore in the past, it worked okay.

I tried this on another machine also recently updated to Windows 1803.  The restore point creation then restoration worked correctly.  The only obvious difference between the two is that the machine on which the restore worked had only a C:\ drive.  The machine on which the restore fails uses a restore point that covers two drives and the OneDrive file that cannot be recovered is on the non-C: drive.

    I found this post while trying to find a solution to my problem. I have a similar problem with system restore failing to extract, but instead of it being from onedrive it was from iclouddrive.  Is there a way to exclude the cloud instead of turning it completely off?

    It's such BS when so many people are saying that they have the same problem, not one MS techie has provided a clear cut solution or an explanation as to why the issue is occurring and when there will be a solution

    AN obvious bug that lasts for years. genius engineers help backup cloud files and end up with no permission to restore. God, ms is really doing products and really taking serious of consumer experience.

    Same problem except mine is icloud instead of onedrive.  Exact same error msg (just icloud) Going to try the safe mode, thank you for the clear instructions.  Yes also surprised to sit through 61 replies and no word from a microsoft tech.                                                      Update:    No dice, took 3 tries to get into safemode with prompt (used F6 instead of F4)  Ran restore fine took 20 minutes or so, and then got the exact same error.  Only difference from the restores while logged in was the restore point to pick was Oct 4 instead of the 5th, so I had hope....If I put in a message of curses maybe ms will notice this post and answer any of us :).

    I agree.  We gazillion reports the malfunction continues.  I stopped trying!  In fact, I am removing my OneDrive for Business and switching to Google.  Linux, here I come!  Now I will just make system image files while I sleep....HDD are too inexpensive to continue wrestling with this BS
