April 2018 update broke Chrome browser (Cryptographic Services bug)

I updated to the April 2018 version of Win10 a couple months ago. It caused several issues and broke my Chrome browser completely, so I reverted back to the old version. But Microsoft forced another update on me, so I need this issue fixed somehow.

All the googling I've done says Microsoft has "fixed" this issue with the April update breaking Chrome, but I've installed all patches and they clearly haven't, not in my case. Pages simply refuse to load and time out.

I've narrowed the issue down to the "Cryptographic Services" service. If I stop the service, all of the Chrome pages instantly load and I have no issues for about an hour. It seems to be some sort of issue with certificates/SSL.

The problem is the service keeps restarting itself. I've tried setting it to "disabled," tried unchecking the service in System Configuration, nothing works. It always comes back and Chrome breaks. I'm sure there's good reason to keep it running but I'm not going to let Microsoft force me out of my favorite browser/bookmarks/extensions/etc. like this, and I can't keep stopping a service every hour just to browse the web.

So I need a solution please. And something specifically related to fixing the issue with Cryptographic Services preventing SSL on Chrome. I've done all the basic stuff like reinstalling Chrome, checking firewall settings, etc..

Yes, you are. now click change. then enter, administrators and then click apply then close and go back to secruity. add administrators and your account then take full control.

That worked, and I was able to follow all the steps, but when I still try to run troubleshooters and everything, I still get the same errors as before.

After losing admin permissions my work-around was as follows,

Clean install of Win10, and ran Gpedit.msc to disable all the ****! manually updated only the needed dependencies!

The workstations are now 100% Debian 8 - 10. Im a developer and have discovered long ago that the Win OS is non-essential (other than testing). Did Win certs on win 3.0 and have been an insider and contributor for apprx 25 yrs, now saying Gbye,... Gbye and good luck :)

ETA: I believe "LarryLACa June 7,2019" post was the best solution I tried. If you have several PCs make sure they are not synchronized while making these changes (this was likely my downfall).

I'm trying to avoid a clean install. :/

I may have to do that if I haven't already (I've tried many, many solutions that worked for others).

I made some progress. Essentially following the steps in this video (https://www.youtube.com/watch?reload=9&v=Gjf0PxhGU0U), turning off LUA, I'm able to access cryptographic services again, but I'm not sure what to check and don't want to risk messing things up further.

Did you try with complete reset link in settngs/advanced take a look at attacment.Hope it helps,regards
