April 2018 update broke Chrome browser (Cryptographic Services bug)

I updated to the April 2018 version of Win10 a couple months ago. It caused several issues and broke my Chrome browser completely, so I reverted back to the old version. But Microsoft forced another update on me, so I need this issue fixed somehow.

All the googling I've done says Microsoft has "fixed" this issue with the April update breaking Chrome, but I've installed all patches and they clearly haven't, not in my case. Pages simply refuse to load and time out.

I've narrowed the issue down to the "Cryptographic Services" service. If I stop the service, all of the Chrome pages instantly load and I have no issues for about an hour. It seems to be some sort of issue with certificates/SSL.

The problem is the service keeps restarting itself. I've tried setting it to "disabled," tried unchecking the service in System Configuration, nothing works. It always comes back and Chrome breaks. I'm sure there's good reason to keep it running but I'm not going to let Microsoft force me out of my favorite browser/bookmarks/extensions/etc. like this, and I can't keep stopping a service every hour just to browse the web.

So I need a solution please. And something specifically related to fixing the issue with Cryptographic Services preventing SSL on Chrome. I've done all the basic stuff like reinstalling Chrome, checking firewall settings, etc..

    I stopped it by giving it an account that had no privs, and a bogus username and password. Everything is good until you change out a some hardware, like a new video card.

    You'll find that you can't run anything that needs elevated permissions to do something as trivial as installing a new video driver.

    Something to do with the UAC wrapper and CryptSvc?

    Had to fire up mmc on another machine and tell it to show the services on a remote machine to change it all back to the network user (or what ever it defaults to) without username or password.

    This needs to be fixed.

    Well guys i want a answer from microsoft i don't want to touch the registry and all i want a decent answer and sollution from microsoft :P I have it on my developers Edge to so plz microsoft come with a sollution.

    I'm glad it finally worked for you as it did for me.  Indeed it's very strange to edit your registry to solve this problem, but it happens very often! if the problem is in the registry , you have to make changes there. windows don't like to talk about this, that 's  the biggest problem!!

    I still don't feel that anyone should have to edit the registry to get Windows 10 to work with Chrome.  The browser that everyone with any sense uses on every device on the planet.

    Now if we can get bluetooth to work without clicking the Bluetooth Icon, clicking the little picture of my Sennheiser headset, then clicking AD2P Sink, and then waiting for ever for a Windows 10 window to slowly turn all the way green.     

    I hear there's a registry hack for that.....

    1. Run regedit
    2. Go to HKEY_CURRENT_USER\Software\Microsoft\SystemCertificates\Root
    3. Right click "ProtectedRoots" and click "Permissions"
    4. Select your user account and tick "Allow Full Control"
    5. Take a backup of Root by right clicking and click export, and save it somewhere
    6. Open Task Mananger and stop the "Cryptographic Service"
    7. Delete the Software\Microsoft\SystemCertificates\Root registry entry
    8. Restart Windows   this is exactly what solved my problem!  all the others are empty!  succes
