April 2018 update broke Chrome browser (Cryptographic Services bug)

I updated to the April 2018 version of Win10 a couple months ago. It caused several issues and broke my Chrome browser completely, so I reverted back to the old version. But Microsoft forced another update on me, so I need this issue fixed somehow.

All the googling I've done says Microsoft has "fixed" this issue with the April update breaking Chrome, but I've installed all patches and they clearly haven't, not in my case. Pages simply refuse to load and time out.

I've narrowed the issue down to the "Cryptographic Services" service. If I stop the service, all of the Chrome pages instantly load and I have no issues for about an hour. It seems to be some sort of issue with certificates/SSL.

The problem is the service keeps restarting itself. I've tried setting it to "disabled," tried unchecking the service in System Configuration, nothing works. It always comes back and Chrome breaks. I'm sure there's good reason to keep it running but I'm not going to let Microsoft force me out of my favorite browser/bookmarks/extensions/etc. like this, and I can't keep stopping a service every hour just to browse the web.

So I need a solution please. And something specifically related to fixing the issue with Cryptographic Services preventing SSL on Chrome. I've done all the basic stuff like reinstalling Chrome, checking firewall settings, etc..

    I still don't feel that anyone should have to edit the registry to get Windows 10 to work with Chrome.  The browser that everyone with any sense uses on every device on the planet.

    Now if we can get bluetooth to work without clicking the Bluetooth Icon, clicking the little picture of my Sennheiser headset, then clicking AD2P Sink, and then waiting for ever for a Windows 10 window to slowly turn all the way green.     

    I hear there's a registry hack for that.....

    1. Run regedit
    2. Go to HKEY_CURRENT_USER\Software\Microsoft\SystemCertificates\Root
    3. Right click "ProtectedRoots" and click "Permissions"
    4. Select your user account and tick "Allow Full Control"
    5. Take a backup of Root by right clicking and click export, and save it somewhere
    6. Open Task Mananger and stop the "Cryptographic Service"
    7. Delete the Software\Microsoft\SystemCertificates\Root registry entry
    8. Restart Windows   this is exactly what solved my problem!  all the others are empty!  succes

    This is a pretty beefy AutoCAD Civil 3d Desktop.

    Chrome will not work without manually turning off Cryptographic Services.  I used google play and youtube commercial free, and EDGE just doesn't work right with these services.    

    I hear CrytoServ was suppose to be fixed, but it's not.

    I have done all the quick fixes and everything besides rebuild my own registry, as this is a work machine I can't just start tearing into the guts of this machine.  No one should have to do that anyway.

    Any help at all would be highly appreciated.

    A whole other problem, but Bluetooth for Windows 10 is really a mess.  I know I can download generic software and tweak the registry again, but...

    if you took full ownership  of PROTECTEDROOTS with your account or administrators, you can export Root to for instance Documents.

    now you take step 5  and 6.

    if everything works fine you can  delete ROOT in documents. don't do anything in regedit.

    maybe you have to restart  the cryptographic service.

    1. Open Run and type in regedit
    2. Go here: *HKEY_CURRENT_USER\Software\Microsoft\SystemCertificates\Root*
    3. Right-click ProtectedRoots > Permissionsand pick your account .

        Tick Allow Full Control

    1. Right-click Rootand Export

    After i click on export I get this window.

    What do I put in for the file name and where should I export it to?

    1. Open Task Manager > stop Cryptographic Serviceand Delete Root(HKEY_CURRENT_USER\Software\Microsoft\SystemCertificates**)** key in Regedit.
    2. Restart your Windows.
