Stuttering stopped after I disabled "Remote control" in Services tab.
Control Panel\Hardware and Sound\Devices and Printers -> Right click on your Bluetooth device and select
Properties, then find the Services tab.

That didn't work for me with my Bose 700's. In fact, I had no sound come through my headphones when I unchecked that, even though I was paired and everything. But what did work was turning off "Remotely Controllable Device". Thanks for leading me to the
right place!

Initially this seems to work but, THIS IS NOT THE SOLUTION!
CAUTION: Do not turn off any other service!
Disabling "Remote control" Service will put the headphones in mono mode and the sound quality will become pathetic.
